RNG Coalition responds to RFS SET 2.0 Final Rule

March 27, 2026. RNG Coalition today recognizes the U.S. Environmental Protection Agency’s (EPA) issuance of a final rule setting applicable volumes for 2026 and 2027 under the federal Renewable Fuel Standard, highlighted by higher cellulosic biofuel volumes compared to those contemplated under the proposed rule.

“The final rule is certainly an improvement over the agency’s Set 2 proposal,” RNG Coalition Founder & CEO Johannes Escudero said today. “The RNG Coalition will continue to urge EPA to administer a growth-oriented program as envisioned by Congress.

“The RNG industry in the U.S. has grown substantially over the last decade due in part to a strong RFS. The program is critical to supporting significant investment across American communities and growing volumes of clean fuel. The current instability in global energy markets means the RFS has a key role to play in buttressing U.S. fuel supply and energy security.

“With hundreds of facilities under construction, we stand ready to continue supplying increasing volumes of American alternative fuels through the horizon of Set 2.0 and beyond.”

RNG Coalition expects more details on the final rule to provide clarity later today, and is available for comment on the more biogas-specific provisions of SET 2.0. Its policy experts are keeping close watch on how the agency has handled implementation of biogas regulatory reforms, small refinery exemption allocations, and other pertinent details of the final rule.
