July 24, 2026. RNG Coalition celebrates Hawaii Governor Josh Green’s signing of SB 2999 into law, directing the Hawaii Department of Transportation to establish a Clean Fuel Standard (CFS) program following a concerted push by lawmakers and industry stakeholders.
“We thank Governor Green and state lawmakers for Hawaii’s climate leadership and support for low-carbon fuels like renewable natural gas (RNG),” said Sam Wade, VP of Public Policy for RNG Coalition. “A two-year process has culminated in Hawaii becoming the fifth state nationwide to acknowledge the climate, economic, and practical benefits of CFS programs, positioning the state for a more energy-secure and abundant future.”
Hawaii’s energy portfolio, which is uniquely dependent on imports among U.S. states, stands to benefit from an increased share of bio-based fuels in its road transportation fuel mix in the coming years. CFS programs have demonstrably increased production of low-carbon fuels across California, Oregon, Washington and New Mexico over the last decade-plus, leading to near total replacement of certain fossil-based road fuels in select markets.
“CFS programs have proven their worth as scalable, flexible instruments in a broader move toward energy diversity across North America,” Wade said today. “RNG facilities are a key component in this shift, offering low-carbon, and in many cases carbon-negative, outcomes for surrounding communities and end users.”
RNG Coalition led advocacy on behalf of national biogas and RNG interests in Hawaii, offering testimony throughout the rulemaking process, as it did during the recent formation of New Mexico’s newly minted CFS program.
